Full Description
Access to documents is an important part of openness in government. Up till now, access to EU documents has been governed by a code of conduct, but the Amsterdam Treaty requires that the principle of openness be laid down in law. A draft Regulation has been drawn up by the Commission but has proved to be controversial. This report examines the proposal in detail.
